Ok well this is off the top of my head so just bare with me

Ok so there is a rogue ninja.He has the ability to steal people's souls. Only when they are dead and he can only do it within the first 5 minutes of their death. Ok so he left the rain village or whatever doesn't really matter. He starts off with small village so he doesn't get detected. He massacres every woman and child to draw out them men. Once he kills the men he takes all of their souls. He puts the souls in a scroll. After he collects enough souls he moves on to the bigger villages. He threatens them that if they don't surrender their villages he will raid and unleash his souls. The souls can fight for him. The souls can use the jutsus of their life before death. It is up to the villages what happens next.

I think we have a Kusa, an Iwa, a Rogue and a Konoha, shinobi-wise.

I like Exor's suggestion a bit, though I have noooo fucking idea how you fight that. XDD

This is my idea:
All of the ninja villages are at peace since the end of the fourth great shinobi war. However, nothing lasts forever, as an S-Rank criminal organization has arisen, however avoiding detection. Their plan is to reinstate fear and chaos back into the world.

This would allow more village to village interaction, and more conflict. That's my thought at least.

I think the S-rank guys leader should have like a tailed demon and or rinnengan or something Over Powered.
